The in-browser CSS editor offers a side-by-side preview pane with instant updating and is compatible with CSS extention Sass (SCSS) and Compass, an open-source CSS authoring framework..

To do this, you'll have to allow WebPutty to access your Google account, then you'll be directed to enter the name and URL of the site you'd like to manage. You'll then receive a notification stating that you need to paste a string of code into your page to allow access. After authentication, WebPutty will have full access to edit the CSS with a toolset that includes syntax highlighting and a preview pane. When you're finished editing, click the publish button and the new CSS is implemented on your site and compressed with Gzip for speedy load times. If you're a little hesitant to have WebPutty host your CSS, you can export your stylesheets with one click.

Overall, I'm pretty impressed with WebPutty. It offers a pretty full-featured alternative to desktop CSS applications that you can use anywhere.

WebPutty is currently free for early adopters and requires access to your Google account.
